A K Ambedkar has been made the new IG of Bhagalpur while Vinay Kumar that of Darbhanga. B Sriniwasan was made IG (Intelligence). The commandant of BMP 12 Amitabh Kumar Das has been transferred to BMP 9 in the same capacity. Siwan SP Amit Kumar Jain has been made senior SP of Patna. Sudhanshu Kumar, currently Bhojpur SP, has been made SP of Khagaria. Kamal Kishore Singh, Saran SP, has been made commandant BMP 7, Katihar. The commandant of BMP 5 Patna Paras Nath has been made SP Motihari. Nawada SP Anil Kishore Yadav has been made SP of Bhojpur. The commandant of BMP 16 Ashok Kumar Singh has been appointed SP Lakhisarai. Katihar SP G P Sinha will be the new SP of Nawada. The commandant of BMP 13 Vinod Kumar will be the new SP of Sheohar. The SP of Madhepura Sanjay Singh has been sent to Aurangabad in the same capacity. Vinod Kumar, the commandant of BMP 2, Dehri, has been posted as the new SP of Jamui. The additional director of Bihar Police Academy Shyam Kumar has been made Banka SP. The SP of railways, Muzaffarpur, has been posted as the new SP of Gaya. The SP of Bettiah Amrit Raj has been posted in Siwan in the same capacity. The commmandant of BMP 7, Katihar, Awadhesh Sharma, has been transferred to Muzaffarpur as the new rail SP. Hundreds of thousands of Communist sympathizers in Bihar on Thursday courted arrest during the day-long 'fill the jail' campaign sponsored by more than half a dozen left parties including the Communist Party of India (M), Forward Bloc, and Communist Party of India to protest against the rising prices of essential items in the nation.
The rally was led by the CPI-M politburo member Vrinda Karat, CPI leader Atul Kumar Anjan, and Forward Bloc leader Narhari Mahto.
"If the Center does not change its economic policies soon, we will broaden our stir in other parts of the country," Karat, a devout Communist who believes it was the government's job to support an individual from cradle to grave with no personal responsibility of the individual, said before being arrested by the Patna police.
As all other rallies in Patna, the 'Lal Salam' activists waving red flags and chanting anti-government slogans began their march from the Gandhi Maidan and after disrupting traffic on Frazer Road arrived at the ever-popular Dak Bungalow Crossing where they willingly offered their arrest as long as cameramen from various news outlets were at an arm's distance.
Anjan took the Central government to task saying the dramatic rise in the petroleum products were the result of the government being in the pocket of the private petroleum companies.
"The Central government is only concerned with the welfare of the large private companies that fill the coffer of the politicians. Prime Minister Manmohan Singh asks others to suggest ways to check prices of food and other essential items but it is clear he has no intention to follow up on these suggestions," Anjan said.
Karat, who was in no mood to exonerate the NDA government in Bihar on the price issue, accused the Nitish administration of encouraging black-marketers and hoarders by creating an artificial shortage of food-grains so they could jack up the prices manifold.

CM Distributes High Yielding Seeds to Farmers
Chief Minister Nitish Kumar, at a function organized at the Sri Krishna Memorial Hall in Patna on Friday, distributed High Yielding Variety (HYV) of seeds to farmers chosen from thousands of villages in Bihar while also presenting the state's agricultural road map to improve the agricultural sector in the state.Kumar, while praising his administration's effort to improve the conditions of Bihar farmers by the recent introduction of a number of schemes, said that the planters would soon be given power tillers instead of tractors because of the tillers unique ability to operate in diverse topographical conditions.He also announced a grant of Rs. 1,000 per acre to the producers of potato and onion."Initially we will concentrate on providing power tillers to the farmers; later we would make arrangements for water sprinklers, the Chief Minister said.Seeds to other farmers in their districts would begin in a matter of days, officials said.On the occasion, the Chief Minister also gave out booklets of Bihar's Agricultural Road Map to the guests. Deputy Chief Minister Sushil Kumar Modi, Agriculture Minister Renu Kushwaha, Cooperative Minister Giriraj Singh, Energy Minister Ramashray Prasad Singh, Water Resources Minister Vijendra Yadav, legislators Gyanendra Singh Gyanu, and Poonam Devi were among many who also spoke on the occasion.

राष्ट्रपति ने मुम्बई हमलों के शहीदों को देश के सर्वोच्च शौर्य सम्मान, अशोक और कीर्ति चक्रों से सम्मानित कर नतमस्तक राष्ट्र की ओर से श्रद्धांजलि अर्पित की है।सशस्त्र सेनाओं के कर्मियों को 13 कीर्ति चक्र, 31 शौर्य चक्र और वीरता के लिये 91 सेना पदकों समेत बहादुरी और विशिष्ट सेवाओं के लिये 428 पदक दिए जाने को भी राष्ट्रपति प्रतिभा देवी सिंह पाटिल ने मंजूरी दी है। इनमें पांच नौसेना पदक, पांच वायु सेना पदक, 29 परम विशिष्ट सेवा पदक, दो उत्तम युद्ध सेवा पदक, 51 अति विशिष्ट सेवा पदक, पांच युद्ध सेवा पदक, 124 विशिष्ट सेवा पदक, उत्तम ड्यूटी के लिये 41 सेना पदक, उत्तम सेवा के लिये 14 वायु सेना पदक शामिल हैं।वीरता के लिए दो तटरक्षक पदक और उल्लेखनीय सेवा के तीन तटरक्षक पदक दिए जा रहे हैं।गणतंत्र दिवस की मुख्य परेड में 11 अशोक चक्र प्रदान किए जाएंगे जिनमें 15 अगस्त को घोषित दो अशोक चक्र भी शामिल हैं। एनएसजी के कमांडो मेजर संदीप उन्नीकृष्णन और हवलदार गजेन्द्र सिंह के अलावा महाराष्ट्र के एटीएस प्रमुख हेमंत कमलाकर करकरे, मुम्बई के अतिरिक्त पुलिस आयुक्त अशोक मारूतराव काम्टे और मुठभेड विशेषज्ञ विजय शाहदेव सालस्कर को अशोक चक्र से सम्मानित किया जा रहा है जिन्होंने मुम्बई पर आतंकवादी हमला करने वालों का सामना करते हुए अपने प्राणों की आहूति दे दी थी। अशोक चक्र पाने वालों में दिल्ली के बटला हाउस की मुठभेड में शहीद हुए दिल्ली पुलिस के इंस्पेक्टर मोहन चंद शर्मा का नाम भी शामिल है । सेना के कर्नल जोजान थॉमस और हवलदार बहादुर सिंह बोहरा को भी अशोक चक्र से मरणोपरांत सम्मानित करने की घोषणा की गयी है ।महाराष्ट्र पुलिस के इंस्पेक्टर शशांक चंद्रशेखरसेन शिंदे, कांस्टेबल आर.चिट्टे, कांस्टेबल रामचंद्र पवार और होमगार्ड मुकेश मीकाजी जाधव को कीर्ति चक्र से मरणोपरांत सम्मानित किया गया है। कीर्ति चक्र पाने वालों में लेफ्टीनेंट कर्नल सौरभ सिंह शेखावत, ले. कर्नल ओसिरिस दास, कैप्टन पारस लिम्बू , सूबेदार इंद्र बहादुर, हवलदार आर.संतोष तानाजी, रेल मंत्रालय के नियानंद वोरा और इंजीनियर कोर के सैपर वी सतीश के नाम भी शामिल हैं।शौर्य पदक से सम्मानित 30 अन्य जांबाज हैं - सीमा सडक संगठन के जालिम सिंह (मरणोपरांत) मेजर राजेश सिंह, मेजर अमित, मेजर चिराग सिंह बराक, मेजर श्रीनिवासन विक्रम चेरियन, मेजर रमन यादव, मेजर विजयकांत चौहान, मेजर राजिंदर कुमार शर्मा, कैप्टन कुलदीप राज, कैप्टन अनिल दीवान, कैप्टन रविंदर सिंह, लेफ्टीनेंट पी.सिवाच, सूबेदार ध्यान सिंह (मरणोपरांत), हवलदार त्रिभुवन सिंह, लांस हवलदार अजीज मोहम्मद (मरणोपरांत), नायक सुखदेव, लांस नायक बनई सिंह, सिपाही सुन्नी तोमर, सिपाही रवींदर शर्मा, रायफल मैन बी.सुनील सिंह, प्रवीण सिंह, ग्रुप कैप्टन सूर्यकांत चिंतामन चाफेकर, सुपरिटॆंडेंट सड़क निर्माण सुंदरम (मरणोपरांत) सहायक कार्यपालक अभियंता संतोष कुमार सिंह (मरणोपरांत), ड्राइवर सुरेन्द्र पाल (मरणोपरांत), ड्राइवर जयकीर्ति सिंह राव (मरणोपरांत), कैप्टन अमितेन्द्र कुमार सिंह , नायक मनीष पीवी, कंडक्टर डीटीसी प्रीतम लाल (मरणोपरांत), देव कुमार (आईटीवीपी- मरणोपरांत) ।इनके अलावा वीरता के लिए 91 सेना पदक भी प्रदान किए गए हैं।शेष पदकों में उल्लेखनीय सेवाएं देने वालों के नाम शामिल हैं।
New Delhi: President Pratibha Patil today said India was located in a region that harboured the epicentre of terrorism, and appealed to the international community to take decisive and united action against the scourge. "As a responsible nation, the conduct of our foreign relations since Independence has been to promote peace and development. We are, however, located in a region which harbours the epicentre of terrorism," the president said in her address to the nation Sunday on the eve of Republic Day.
"We have been victims of terrorism over the last two decades. The international community must take decisive and united action against terrorism, which poses a grave threat to the stability of the world," the president maintained.
Without naming Pakistan, Patil said: "No country can afford to take an ambivalent attitude in this fight. Arguments that terrorism is being perpetuated by independent actors are self-defeating and cannot be accepted. Countries must own up their responsibilities, as must the international community in defeating terrorism."
Referring to the terrorist attacks in Mumbai and in different states, she said: "The concerted and well-planned attacks in Mumbai stand out as an example of a ruthless operation undertaken to damage the confidence of India. The nation was outraged. However, contrary to what the terrorists had hoped, the event saw the emergence of a unified and strong voice from India."
She cited the recent assembly elections, which were held in the shadow of the Mumbai attacks, and said that a large number of people in the states, including in Jammu and Kashmir, came out to vote and "reaffirmed the faith of the people of India in a democratic polity".
"One of the priority tasks faced by us is to secure the nation against terrorist and fundamentalist elements. The government has put in place a new agency to deal with terrorist threats and has also brought in legislative changes. A determined, coordinated and concerted approach by all agencies to tackle this menace would be necessary."
She said the country needed technology which is one up on that used by the terrorists, who were increasingly using sophisticated equipment to carry out their agenda.
The president expressed concern over the Satyam scandal, without naming the company, and stressed on clear principles of accountability in corporate governance. "Some companies that over-extended or functioned in an unethical manner have caused losses to shareholders. There must be clear principles of accountability when such losses take place," the president maintained.
"The richness of a few cannot be at the cost of depriving others of their due," Patil added.
"India has been impacted by the global environment. However, our economy has the fundamental strength and resilience to remain on course for economic growth. The global financial crisis can be seen as an opportunity to reinforce the structures of our domestic economy."
She said the empowerment of women was necessary and a woman has a right to live with dignity and a right to be an equal citizen of the country.
"As the first woman president of India, there is a natural empathy that I have for the women of our country. I am conscious about the constraints and difficulties that they face in realising their full potential. Their empowerment is necessary and that can only come through education and economic development. A woman has a right to live with dignity and a right to be an equal citizen of the country."
Patil said the finalisation of the nuclear civil cooperation agreement has made India a participant in the international regime for nuclear energy and was an expression of confidence by the international community in India. (IANS)
Woman sold to brothel, rescued an hour later
A 27-year-old HIV+ widow from Beed was rescued from a brothel just an hour after she was ‘sold’ to the owner.
“Suman had contacted her friend Seeta in Pune for help. Seeta told her to come to Pune, where she met a man called Alam,” said Police Inspector Rajendra Patil.
Alam promised her treatment in Mumbai, but then took the women to a red-light area on Saturday, where he handed them over to a brothel owner, Patil said.
At the same time, Patil got a tip-off about the brothel.
“Within minutes, we raided the place and rescued the women. It was just coincidence that Suman was rescued just an hour after she was sold there. We arrested the brothel owner and are now on the lookout for Alam,” Patil said.

साठवें गणतंत्र दिवस के पावन अवसर पर सम्पूर्ण भारत वासियों को जय हिंद, हम सभी को सपथ लेने की जरूरत है। आतंकवाद का जमकर विरोध करना है। खुशी की बात है कि अब अमेरिका भी हमारा अच्छा दोस्त हो गया है। श्री बराक ओबामा जी से यही उम्मीद भी थी। अब पकिस्तान के सामने कोई रास्ता नहीं बचा है। उसे अब संभल जाना चाहिए और आतंकवाद के विरोध में साथ हो जाना चाहिए।
